Tabata gets used loosely as a label for any short, intense workout, but it originally refers to a very specific interval structure with real research behind that exact format.
The specific structure is what makes it Tabata
Twenty seconds of maximal effort followed by ten seconds of rest, repeated for a set number of rounds, is the defining structure — deviating significantly changes the actual protocol being used.
It's genuinely demanding, not a beginner format
The maximal-effort requirement makes true Tabata intervals a poor starting point for someone new to structured training — it works best layered in once a base level of conditioning exists.
